I think the best idea with the moon mining problem some are having with those that mine without permission is put a timer on it, give them a hour and a half to clear it up, the timer will consist of not allowing others to mine it for that time and allow them to give permissions to others to help, this would solve the issue of anyone mining without permission.
Why is that a problem?
If you dont want them to mine your moon, kill or bump them.
