I take that as yes. 
But anyway to seriously answer:
If they were banned then not sure.
But as you wrote if they try to redeem themselves and behave as expected of them according to the forum rules (so not the way that warranted a ban) then I guess.
Unfortunately what is often seen is they behave the same and not rarely get banned again or whatever the reason they disappear (and not rarely reappear on another alt).
Not sure how reasonable it is to expect different results no matter how many alts one uses to restate things with. Sounds like spam than anything.
Realistically even if they are right, what are the chances their “opposition” will get convinced by restating?
As for others reading their posts, they already read and in the future can read the original posts and make their mind even if they don’t reply (probably a lot more read than post, usually referred to as lurkers in related internet lingo) thus even then don’t see much reason posting the same things again but maybe that’s just me.
So neither case I see much reason for reposting the same stuff, which usually is the very thing they tend to do based on observation.
Come on, everyone always repeats the same things in this forum even without a ban.
