As the title reads, I made a character yesterday and it doesn’t have skilling spree? 
its ok. killing the associated rats for it wont trigger credit for it. i just submitted that new “feature”.
I’m calling all of the crap “features” as one can’t tell anymore what’s not intended and what is.

if it is really not there you need to make a support ticket … unfortunately you will not get a fix for this problem in the forum … a ticket is the only thing you can make
