A very good guide for starting pvp is the T1 balance report made by t_sky :
With also the faction frigate report to know what you are facing and one day upgrade to it :
At heart, solo pvp and small gang pvp is a rock/paper/scissors system. There is not perfect ship only choices and counter. Eve is a tactical game : the fight is often already won the minute you land on grid.
The main balance is about the modules you fit for range control or not. When fitting a module, you need to choose between tank/dps/speed/range.
A pure brawler like the blaster merlin ( very close range) will loose to a scram/kiter like the rifter ( which has bonus to fall off), this rifter will loose to a web/kiter like a rocket breacher because this breacher will use his web ( 10km range) and remain outside the rifter warp scrambler ( 8-9 km range) so the rifter won’t be able to shut down the breacher mwd. You can also go pure kiter with missiles/railgun/arty and rely on pure speed : people can’t apply they web or scram to you to reduce your speed and you win. And finally if you fit a brawler for pure speed, you can catch a kiter at zero, shut it down and get under his guns.
Resistances are also very important, always apply the damage your enemy is weak to. Explosive against armor tanked ships ( firetail, rifter for instance) and always EMP against shield tanked ( merlin, condor, breacher). Some people plug their resistance hole with rigs so you can check zkillboard when engaging. If you don’t know, Thermal is good jack of all trade damage type.

Faction Warfare is great content for new players since plexes limit the size of hulls : so plenty of frigate fights. Also defensive plexing is good money for newbros with a T1 frigate, much more than mining in a venture.
