Yes. This is the only method I’ve seen that works in lowsec. P0->p2 on each planet is just not healthy for you mentally, imo. Pull is very poor, pools deplete fast and shift too often.
I do lowsec PI because I live down here and pvp here. I show my recruits PI, if they have the patience for it. Then i mentor them on how to Pvp once they have this extra Isk. It works out.
