Because it does not need any buffs. It already is very good.
I am for a T2 version that can do the same things as the Noctis but can warped cloaky, so it can be used in WH space more far away on the chain or in Low/0.0 a few jumps out of the mission agent without being instakilled on any gate.
I am for QoL improvements that aren’t plain “give me more ISK, make my ship better”. Basically all your suggestions in the last months (at least those I am aware of) followed the same idea:
“Make xyz just better. More Damage, more Tank, more Slots, more Cargo, more Abilities, More More More!”
You want to make them better just for the sake of being better. Even ships that are alread incredibly good - Like the Noctis or the Orca. But they don’t need buffs, they are very good already. Simply wanting “more” isn’t a good reason to buff them.
Thb many of those systems have huge drawbacks. You can’t overheat drones, they have lower DPS than other weapon systems if you are realistic and deduct their travel time. They can be destroyed if the user doesn’t take care. Auto Targeting Missiles have only niche uses and cannot even remotely compete in the bigger picture against other missiles. An MTU is incredibly slow compared to a Noctis and they only tractor in wrecks and don’t loot or salvage them. (Automated) Multiboxing aka mass-botting is a bannable offense, so not really an argument. That CCP doesn’t really seem to fight them successfully is not an argument for bringing even MORE automation to the game.
Do your things manually or don’t do them. If you don’t actually like many parts of the game because they are too boring, too inconvenient, too stressful - then DON’T DO THEM. But don’t devalue the job for those who actually like looting and salvaging and are pretty skilled (and fast) with it. Because automating these things will simply destroy the prices for them.

A ship designed to support massive salvage operations and for the nomad salvage fleets. The biggest benefit is it has a fleet hangar so for the nomads you can fly this with your ships to go place to place. Also can act as a Repair Platform to support the operations. Has no Hard points so only defense it has is Drones.

The only times I see single grids with amounts of wrecks big enough to warrant something bigger than a Noctis is after a null sec fleet battle.
The last thing to bring to such a site would be an Orca-sized target. Not only is it too slow to arrive before everyone else looted the field clean, it’s also going to get killed by anyone still lingering on the battlefield.
In any other scenario I cannot think why something bigger and slower than the Noctis would be a preferable option, the Noctis itself already is often too big, slow and expensive for many grids with wrecks.

A battleship-class salvager would work, too. So barring a balance pass to ensure it’s not too op - I think it could work. It doesn’t even necessarily need to outclass the Noctis. It could just have more of an offensive/defensive capability (along with more storage space).

So, now you have a “Battleship Salvager” with 150.000ehp and 400dps. And a Sabre warps in and throws a bubble. Instead of a Noctis now your “Battleship Salvager” - which probably does cost 5x as much - is trapped. Oh no, you have an MJD. Unfortunately the Sabre has a Scrambler and shuts it down. Your MJD now is on delay. You try to “fight” the Sabre, but well, it’s brick tanked, has a destroyer-signature and begins to burn away, trowing a second bubble just in case. On Dscan you have already 3 Vedmaks, 5 Navy Brutix and 3 Absolutions.
What good is all your “offensive and defensive” stuff? Because exactly that are the Scenario where a Noctis would die. If it gets caught by a fast tackler. And your Battleship Salvager would just be tackled much easier.
I am no master at balancing ships. I was thinking of the concept it is a fleet support similar to the SoE but no guns. So it can repair but also Salvage and support. Possibly someone can bring it in during a Mission to salvage the wrecks and still help but its more for alot of cargo and faster cleaning of sites. I wanted something that could clean an area and the whole post in general, also my original post talks about adding new scanning sites so maybe useable with that.
In inventory about 15 minutes of salvage after a battle yesterday where I and two others in destroyers were cleaning the remaining wrecks after the main fleet already looted everything of value.
I had a Noctis closer to this field than the Imicus, but the region was still hot and hostiles were still in system, so I instead traveled back in something small, cheap and agile: an Imicus.
If there’s any salvage update I want it’s to have a specialized ship that suits this kind of salvaging: fast, affordable and agile.
I can understand @Gerard_Amatin to want a specialized ‘small’ platform, something like a destroyer size noctis, faster, more agile, obviously less potent. maybe even covert for hostile environments.
But a ‘larger’ one? Absolutely unnessessary, there is no usecase in the game, the noctis can do all there is perfectly already.
