Until CCP does something about this issue, all you can do is make it unprofitable for them to do so. Gank them or bump them until they give up and move on. It actually doesn’t take that much effort. There was one player always in my system’s ice anom with like 6 Skiffs, an Orca, a freighter, etc… I would bump his entire fleet into the next effing dimension every time I saw him mining until he finally quit coming to the ice anom in our system…
Guess the next dimension has to deal with him now.
