Dunno, with 50% drop rates I fail to see how that would work in the end, even with some level of insurance payouts for the ācopsā losing ships. But Iām not a financial wiz. Gankers making their own āanti-gankingā response groups would still incur extra costs, and if you make the permits only incur a longer response time for the ārealā concord to show up and finish the job, it wouldnāt work at all.

Nulsec has their own hs corps to ābalance thingsā.
I think we have too many as it sort of would be good if there were just 4 alliances then each corp falls under one of those. Do you think that will happen with the Faction Wars I would like to be on one side at least.

Well, if it was going to be balanced at all, it should be balanced towards more risk (and associated with that, more reward).
Looking at it from a value perspective, the MER shows that the total value of PVP driven destruction in highsec is lower than anywhere else (about on par with Abyssal/Pochven value):
However, we can also look at it in terms of the number of ships destroyed in PVP and there also, highsec is on par with abyssal/pochven and wormholes:
