The only benefit it has is the warpspeed, but beyond that it is sadly just to expensive to be worth using.
A standard Cov ops does what it does 95% as well save for the speed and costs about 1/3 to 1/2 of the Pacifier.

The warp speed and sec. gain bonuses on the Concord line of ships makes them optimal for many purposes.
