Is there any way to lock material behind a wall yet still start jobs with the materials.

so corp mates can do jobs on behalf of the corp

Just like the bpo’s. you can lock bpos but still use them.

everything i have tried doesnt work. from changing permissions to using cans.

I believe you can do it by restricting a hanger and telling the job to “locate” from said hanger.
