ARC monitored the Drifter Hives for changes for almost a decade. During that time the Hive Elements and CE were nothing but trinkets that served no purpose.
How terribly irresponsible that an organisation isn’t clearvoyant to know exactly what is going to happen so far in the future and also flawlessy knows and anticipates the changing allegiances of capsuleers during this time as they are always upfront and/or open about that.
When Zarzakh and the Fulcrum was discovered almost a decade later, the CE was 1 of 3 items that were requested to online parts of the Fulcrum. During this period, I expect that ARC fleets would account for 20-30 CE tops. Considering the other 2 items were still needed, I estimate that no more then 10 exchanges would be made by fleet participants to assist the onlining of the Fulcrum. Absolutely meaningless for what was needed to only partially online the Fulcrum.
As mentioned before, and confirmed by others, nothing from the ARC stockpile was transfered or used for this purpose.
I believe that would be during the time in which the State suspended all co-operation with CONCORD and EDENCOM followeded up with also suspending the Yulai accords shortly after. Said footage did show precursor technology and it’s interesting how the Amarr Empire and Caldari State both effectively stole an EDENCOM facility and developed the Stellar Transmuter and the Interstellar Shipcaster technology respectively.
As for the bounty; I do believe this has been adressed by @Makoto_Priano already in this post.
And as mentioned here, after making sure it didn’t require the destruction of Navy assets. That post also contains the reasoning for doing it as Turnur is a horrible example of the dangers and catastrophy associated with a single Empire dabbling with precursor technologies.
