I last played Eve pre skyhooks where the only barrier to getting the PI resources off planet was the tax rate on the customs office.
Years later those PI installations are still there in Null but the new skyhooks block me from getting the material off planet as I’m not a member of the alliance that owns them.
Yes I remember there is a way to get limited stuff off planet without a customs office but its always much easier with one. Am I missing something or is the skyhook/customs office method now blocked to me unless I join the alliance?

Looks like they’ve blocked people from outside the alliance indeed!
I’m surprised this method is different for Skyhooks than for POCOs, I had wrongly assumed the method of accessing the POCO part would have stayed the same.
You could try asking nicely if they can put you on the ACL for the skyhook - it’s in their benefit if you pay tax for PI to them right?
But maybe find another place to do PI at, or join a group that has Skyhooks/POCOs.
This is not so much a question specific to nullsec. Anyone anywhere, also in high- and low-sec can block you from the access to their poco if they don’t want you to use it.
This requires to negotiate something, join up or bring the firepower to resolve it.
Contact the owners and ask.

Many moons ago, RvB held a massive hisec poco empire. The base tax was set kind of high.
All anyone had to do to get a much cheaper tax rate was to ask.
Solo PI in null might be possible in NPC space since you atleast can dock there and before you setup check the skyhooks if you can access them or look for a system with just pocos.
But if you just want PI I would look for a good C1 Wormhole with no pocos (so you can setup your own) or low tax and just drop an POS / Astrahus (or if someone is living there ask them). This since Wh space is -1.0 therefor it has the best PI planets and since there cant be Skyhooks there atleast you can see the tax rate and can always access it.
