Players who scan ships should be included on the kill mail too, and should also be subject to kill rights. I mean let’s be honest, they are targeting someone’s ship, and they are activating a module, it should count on the kill mail.
They get the same -10 status I give all the gankers. Easy way to spot them in the future.
They should still be held liable.
Ship scanning is not an offensive action, so I don’t see why it should be part of the kill mail.
It’s no different than inspecting someone’s equipment in other games, only that you need a module for it in EVE.
Also, ship scanning often happens in other systems than where the attack happens. This means that even if the act of ship scanning were added to a kill mail, it usually won’t show up on kill mails as jumping between systems starts a fight from scratch.
