rorqual can stay out of hisec along with all other cap ships…
That would make no sense, why? We already let Jump Freighters and Freighters in empire. Oh yea these are capital ships and the new upwell freighters can be used for combat if needed now no different from rorqual. Times are changing.
they are capital sized, not capital ships… the difference, you can build these in Hisec along with an Orca… you cannot build an actual capital in hisec… plus these can be docked at npc stations unlike titans or caps…
Sorry but CCP has them under capital ships, so until ccp tell us other wise your wrong. They are capital size and are ships. I’m not saying its a “great idea” but just throwing it out there.

Sorry again but your wrong. “Ship Characteristics shows XL that mean capital size”. How and where you use them don’t make a different. They are still being seen as capitial ship both in mind and body :). My post is going along with the topic? Guess yours is not. OP wants no combat in high sec, I pointed out how we could address the change with different ideas
