I’ve had situations where entire fleets turned up and faced each other for half an hour and then one side backed down and left and not a shot was actually fired. By your definition of PvP…none of that was PvP, even though 400 people faced off for half an hour and people were locked on several times.

I would be for tying the Mining crystal tiers to required sec status:
- Abyssal Asteroid Mining Crystals & Mercoxit Mining Crystals: <= +10.0 sec status required
- Complex Asteroid Mining Crystals: <= +5.0 sec status required
- Variegated Asteroid Mining Crystals: <= 0.0 sec status required
- Coherent Asteroid Mining Crystals: <= -5.0 sec status required
- Simple Asteroid Mining Crystals: <= -10.0 sec status required
This would reduce ganks. For people to mine in high sec, they would be a Concord legal target. It would just be PvP.

Plenty of things are nerfed from high to low to wh to null. From structures to modules. This wouldn’t be anything new.
The deals needs to be to make ganking unprofitable. To the point that the only way gankers live is they have to buy plex with real money to buy ships and the like. Support the economy driving the price of plex down, and most importantly paying for the players they drive off.

Its a legit playstyle
It is a dying play style that only people that need a boost in life do now days. It will soon be gone, once implemented on Chinese server and will be hugely successful, it will come to TQ with all the bugs flushed out.
The game play is still there, just in low not in high. Low is in need of population and this type of push will be perfect for that.

CCP should just implement a “Dynamic Security Status System” to encourage all playstyles to increase in lowsec.
The Empires, seeing capsuleers as a threat to the stability of their power, request CONCORD to dynamically adjust the security status of capsuleers based on age and experience.
The more skills and/or the older a character, the lower their security status goes.
Eventually, all capsuleers that stay in highsec become outlaws and face the consequences until they move to lowsec, null or JSpace.

Wasn’t exactly trying to be sneaky here. But perhaps the other dimension to this needs some mentioning:
Any change trying to mess with sec status in high sec that is an absolute, like “no docking in high sec” misses the fact that the game is designed (both mechanically, and in-game lore) to have all systems be extremely porous. That’s why you have pirates, thieves, lowlifes, smugglers, drug runners, arms dealers, slavers, rebels, outcasts, and other general punk and cyberpunk lowlifes hanging out in systems that are “high sec” just as in low or npc null. That’s why missions are justified in spawning pirate and enemy empire NPCs in high sec empire space.
Because the “high sec” just means factions really care about putting more resources in the faction navy to police it, so their meagre police force can barely cover more space within a system but they still cannot police the whole system. Similarly for stations.
People get this funny notion in their head that because a system is “high sec” that must mean the whole system is squeaky clean like the suburbs and nicely policed. One system is an unfathomably huge ■■■■■■■ place so it’s more like a whole friggin well-off country. It still has good and bad parts.
That’s why Eve is less like a shiny pure sterile place like Star Trek and more grungy dirty cyberpunk like Neuromancer.
Take those bad parts away, and you start changing the lore and rationale for why things are, and suddenly those proposals that say “enforce sec status on the whole system and let’s fundamentally no longer assume systems are porous” and you’ve got yourself a pyrrhic victory. On the table are moving all missions that spawn pirate or enemy faction NPCs down to lowsec or npc nullsec. Where does Pirate FOB content go? What about Incursions, no more high sec ones? How’s the universe’s rationale actually going to be carried forward so it’s only your changes you like to sec status and none of these ramifications.
That is the real reason I wanted to add an absurd sec status requirement to crystals. To really make people go “wait that doesn’tfeel right for this universe” and say, “now you see”.

If you trully think lowsec is in need of population, then get as many there as possible.
But, you were lying of course. You don’t give a rats arse about whether lowesec needs population.
You just want less population of a particular playstyle in highsec that you don’t like so it can become a botting and AFK playground. A place for lazy, incompetent players to thrive and suck the remaining life out of the game.
