A lot of players complain about the war declaration system with a few groups that enjoy using it to camp high sec. The reason War Decs need to continue to exist is due to player owned structures in High Sec.
I propose making it so that instead of the requirement being that a corp or alliance owns a structure to be able to war dec them, instead the group must own a structure in High Sec. Doing this would exclude groups that live Exclusively out of wormholes, low sec, or null sec from the war dec system.
