Not all NPC stations are the same. You will need to look for resources at other stations. Player built stations will offer certain blueprint options that the NPC stations never will. For example; BPO copies and upgrades are only found in the upwell structures owned and operated by players.
Clone bays are offered in all systems except J space, limited in others. The reason so many players flock to Jita is the massive trade hub, but not all facilities are offered within all the Jita stations. Rens is sort of the outback of this game, it is very remote high security system. I think you can find what you need one jump away in Frarn, It seems that is where I have to go when I need more industrial needs.
