The OP Mindset is not in line with what was established.

  • There is no Ninja-Mining in High-Sec.

Ninja-Mining happens when you have to be fast and stealthy. Mining in front of another player’s Station in High-Sec is not Ninja-Mining, no matter how cool you want to make it look like.

  • Resources like Asteroids, Ice, Gas, Rats, Sites, Abandoned Drones… don’t belong to anyone. That’s why they don’t cause Suspect Timer (Yellow Blink). Not even Salvaging someone else’s Kill (Wreck) will flag you as suspect.

If you want to protect your interests in High-Sec.:

  • You can Bump the other player (for at least 3 minutes).
  • You can Suicide Gank.
  • You can Scam the other player.
  • You can try Baiting him in doing a Suspect Action.
  • You can do a Suspect Action yourself and Bait him in attacking your ship creating a Limited Engagement Timer, so you can run, switch ships and attack him back without CONCORD reaction.
  • A WAR also works (if possible).

Otherwise, Stop Whining and go establish your Athanor out of High-Sec, where you can shoot anyone without CONCORD blowing you up.

You can bump them indefinitely. The 3 minute limit is only when they are trying to warp. If you are trying to prevent them from mining in a particular spot, I am pretty sure the 3 minute timer won’t be an impediment.
