My Eve Online Story
Hello team, I am Rots Mijnwerker, alliance leader for Out of the Blue.
My history in Eve Online has always been about creating experiences, playing in a community, and growing with the game. My time in EVE truly started in 2005 at the age of 13, playing religiously throughout middle and high school then well into college. Now after hitting my 30s, it’s a lot easier to look back on the ebb and flow of what EVE has been.
I’ve had the pleasure of playing with some great people and fighting others equally as great. I have been encouraged by the EVE community and truly embraced the community building aspect of what the game allows us to collaborate around. Then, I was a very staunch PVPer and sprung headfirst into leadership and FC’ing, today providing almost nightly content for anyone who wants to go forth and shoot.
Over the years I have been in many alliances. In some I was the line member or diplomat, in others I was the Head FC, or I lead my own. I have been a part of the following alliances doing my thing in some form or capacity.

Why am i applying for CSM candidacy?
The overarching goal for me in CSM 20 would be the promotion of EVE online player base growth. I am passionate about new and small alliances, i feel having many groups across all walks of space promotes a healthy EVE fighting environment. I want to be apart of ensuring the player base feels they are getting their time’s worth by downloading eve online. The reduction of space work for smaller groups making it easier for content creators to appear and become established is still also a key goal for me since last year’s run for CSM 19 and before that CSM 18. I have put a lot of years into the game and feel I would be a good advocate for the community that plays this game, if either by being a conduit or being a sharer of ideas.

Community Engagement

(A holdover from last campaign) Updated Alliance and Corporation Tabs would be hugely beneficial. I envision a role building system with better information and info blurbs. Something intuitive, a place where CEO/Directors can build their framework with many options and accesses that are not inherently bound by a larger role theme. ie. Intuitive (you know what i mean CCP) Color Coding, Streamlined Medals and Titles, and Custom Corp Icons. As the player base ages and grows as should our abilities to build,create, or manage corporations and therefore communities

(A holdover from last campaign) Alliance Tournament Marketing and Growth, i envision a uplifted and more heavily promoted alliance tournament with much more community engagement. Old Rot’s misses the spectacle, but new Rots envisions more formats or ‘divisions.’ to the alliance tournament.

(A holdover from last campaign) Renewed Test Server Access OR a system by which the player base can engage in testing mechanics before they land on Tranquility instead of testing in ‘real time.’
Projection and Alliances / Scaling Mechanics

(A holdover from last campaign) Ansiblex Jump Bridges are a main factor of projection and would do well to be reworked or touched in such a way that adds a modest limit to large fleet movements yet does not hinder the everday pilot enjoying the benefits of large alliance life to move in their space. Is this fatigue? Is this mass limits over time? The goal is to reduce large movements towards smaller engagements elsewhere. For the same reason Zarzakh was an issue with blocs appearing anywhere a cap was dropped, we need to look at projection to limit the speed of large groups moving to helldunk smaller groups.

(A holdover from last campaign) Diplomacy and Standings Tab Overhaul and Mechanics Pass I strongly believe the diplomacy tab can be brought into the newer UI world and could be utilized as a tool for more dynamic community building and conflict generation. An example would be costs for having blue standings which scales with alliance member counts, War mechanics currently have a fee, l believe costs associated with friendly standings is a great opportunity for an isk sink on larger coalitions maybe this is modeled by number of systems owned?. This tab should be intuitive but powerful with more latitude for color coding, labeling and managing community level standings. Perhaps this tab directly engages with Faction warfare enlistment and so on.

(A holdover from last campaign) Alliance Sovereignty Mechanics should be reworked to counter issues that currently restrict small groups from acquiring space. Or threatening it. What are some mobile structures or otherwise that would allow more varied opportunity and engagements on sov structures which dont involve entosis to disrupt?

Mobile Strutures i like the idea of new more dynamic mobile structures or edits to current structures. Examples could be;
Merc Dens on paper however feel they should be (when used offensively) much more quicker to generate corruption and therefore adverse effects.
Metenox Siphons I loved the old idea of siphons, i would like to see the potential for metenox effecting game play.
PVE / INDUSTRY / QOL

(Shout out to Murray from Rote Kapelle on this) Adjust how Metenoxes work to uplift R16’s R8’s and R4 goos. A proposed fix to moon goo prices by adjusting metenox mechanics. lower tier goos have suffered greatly as prices collapsed due to the ratio of goos that come from metenoxed moons.
In the old model before reintroduction of passive moon mining; owners of R32 or R64 moons would only mine the highest value ores, letting the rest de-spawn. The proposal specifically would look to have the Metenox only mine the highest tier of ore on a moon. Once the ores are balanced then the price of all goos can stabilize.
Metenox should be pushing prices upward because they reduce the theoretical supply. However, this has not been the case because they just straight up produce as much volume of goo as before.

Review and Adjust NPC AI Aggression Mechanics to not prioritize an incoming tackler landing to point a ratting ship or otherwise (i’m looking at you Guristas)

Repackaging Stacks of Fit Ships to Stacks of Modules Repackinging hangars of undamaged fit ships to pack into stacks of modules and hulls instead of filling the hangar and generating an error as hangar capacity is reached. If the worry is about quantity repackaged at one time, add a repacking limit with the added module stacking functionality.

Modernize the Drone Window with recent changes to maximum drone assistance cap, I feel drone comps and functionality are hindered in a way that may see a drop in utilization of some doctrines. An updated drone window not dissimilar in appearance to the fighter’s window would be beneficial. Allowing individual control of drones orbit distances or otherwise would freshen up and enhance the game play while remaining balanced.

Monitor Adjustments that remove the Ability to Assist drones to the monitor

New, Changing, and Dynamic PVE Opportunities I am a huge advocate for new, changing, and dynamic PVE opportunities. We have had a lot recently and i am happy to see these changes. My ethos here is that any time we have pilots engaging in PVE we likely have more targets and more opportunities for PVP or Meta game to occur.

Updated Missioning I would love to see updated NPC nullsec missioning and support for how people grind standings to get into pirate FW. I believe FW can also benefit greatly from a missioning overhaul.

Richer Space Richer Content i am an advocate for systems becoming more lucrative to hold and therefore worth it for groups of all sizes, this would counteract mechanics which are intended to reduce sprawl by balancing with how much their upkeep would be against the above Alliance Sovereignty Upkeep Costs suggestion above. Ultimately system values would be outweighed at a certain AU distance from a respective capital.

Adjustments to the Rorqual i believe the rorqual could receive a modest uplift, not pre-scarcity, but a little push. I hear often from players that they feel it was hit with a hammer a bit too hard. The rorqual, a pinnacle of industry training should feel worth the effort.
Ship Balancing and Meta

Ship Cost I believe strongly in cheaper costs to produce hulls of all types especially capitals.

Black Ops Hulls, Conduits and Fatigue Some blops hulls are extremely over used (looking at the redeemer) i would like to see the other three blops be uplifted and the redeemer not be nerfed, i believe what the redeemer can do is at the echelon of what a blops should be able to do but the other three are not.

BLOPS across the board should receive a racial EWAR bonus as a benefit to the hull
Neuts, Damps, Webs, Points, Jamming, Tracking/Guidance disrupt etc. -
The Blops conduit mechanic is overpowered and should generate a modest amount more fatigue OR have a separate reactivation delay with longer jump timer for the ship conduiting.

Ship balancing especially unused hulls, but what about the sub cap kings I am supportive of new or reworked hull bonuses on lesser performing hulls and over performing hulls. One example is my beloved Ashimmu, Rattlesnake, Phantasm, Proteus, Augorer Navy, HACS (I think they need a LITTLE love in the BS meta), Armageddon (all hulls), Hyperion, etc.

Super Capitals I would like to see these become cheaper to produce.

New Player Experience

Expand the NPE I would love to be a part of expanding and supporting additional steps and initiatives that promote new player influx and support in game. In my last run through of the NPE i found that if i were a newer capsuleer to EVE i would feel overwhelmed and still listless in how to continue playing.

CCP NPE Events I would like to see CCP invest more time into New Player driven events specifically tailored for this group.

Consistency and reliable feedback, as a CSM i would take the role with respect for all others who have CSM’d before, but more importantly work with those with a better understanding or viewpoint about what i dont know. Sharing where I have experience, and supporting those who have things in their wheelhouse. A collaborator in the room is a lot better than a bull in a china shop.
