I don’t think scamming is bannable for ships. I assume you willing ejected and let him board it. It is against the rules to character scam. I would be interested to see how this ends!

Why not contract it in a station? No reason to be out in space. Or to let anyone sit in it. Not much to see inside…
It’s a super. It can only dock in a keepstar.
Getting from Delve to a public keepstar means transiting Aridia.
Have fun with that.
