The idea: From Character bazaar, when a price is agreed the seller can put him/herself up on a in-game contract to buyer.
This is to avoid scams where a char is stripped of assets or SP.
Conditions:
The seller cannot have active orders or other contracts
The seller must be docked in pod in npc station
Instead of transfer fee, seller must have X plex to cover transfer cost, will be consumed on completion.
Seller state a price and to what other char the isk should be sent to when creating the contract
Contracts are time limited and can be cancelled, just as regular contracts.
Once a sell char contract is made, that char cannot undock or access anything, basically read-only until either contract is completed or cancelled.
The buyer will get a contract notification as usual, to review assets, skills and implants etc. (as tabs?)

GM activity is GM activity, doesn’t really matter whether it’s sourced in the forums or in-game. A contract having relevant information would be no different than the forums.
That said, I’d much rather see a unified portal out-of-game. Buy and sell characters, transfer and all that jazz automated by CCP. Information supplied by CCP. You literally just log in as a seller with the SSO, pick the pilot you want to sell, the price you want, and CCP does the rest.
As a buyer you just log in and look at the listings, with all pertinent information readily available and searchable.
If there was a way to temporarily keep the char from being logged in while it’s for sale, or removed from account to a separate server while a deal is being made. Similar to how the collateral works. One outside source holds the char until Isk is transferred and fee paid, then its placed on new acct.
I see no reason RMTers should get yet another areas in which they can expand their market. So long as an CCP employee or CC is required to do a character transfer, we will have some security against RMTers and scammers.

Real Money Trading (RMT) is a violation of EULA and ToS agreements.
Scams involving Character Transfers, such Extraction of Skill Points prior to initiating the transfer, wrongly advertising more Skill Points than the Character actually have and using unauthenticated eveskillboard links (often showing errors) is also a violation.
