If we are talking about a screen reader or TTS engine, you would need an audio file of the voice you desire to hear. Along with what they read in a text file. Then you would convert that audio to utterances, so the engine could use it as a voice.

You are close. Video games are not ready for advanced AI assistants. Video games don’t want to take the time to compile audio, and the premium AI voices take even longer, so most resort to short audio clips of the voice over artist.

In modern TTS (text to speech) engines, we have a voice over artist read a passage, a few pages, or even a chapter from a book. Now armed with the audio recording and original text, the audio is broken down into utterances. Utterances are the actual sounds we produce forming words. These utterances are not kept in audio clips, instead they are restructured into text files containing numeric data. The most basic TTS program uses a text dictionary to convert typed words into their basic combination of utterances using a lexicon.

All the math takes a relative short time, compared to the compilation of the audio file. The audio file isn’t just paste a mess of clips together, it assembles audio, stored in a temporary folder, and then played back through the machine’s hardware.
