Why on earth give it a 20+km hacking ability when you can’t tractor relic/data site cans and or have a wingman open them?

Probably to hack stuff from range so that you can start early and just snail-boat around the site to loot the containers. Very niche and situational, though, and definitely not worth the 2B pricetag of the ship.

Presumably so you can hack the cans in sleeper sites while you’re killing the sleeper drones
The larger the radius of the orbit, in theory the longer the chance to avoid gankers.
