Yes. It used to be possible to pay for char transfers directly with 2 (old) plex (equivalent to 1k nuplex); this feature was “accidentally” removed with the introduction of the PLEX Vault, but the GMs will still manually transfer a character for you for 1k plex if you ask nicely.
You seem kinda confused in general, so if your question was actually “is it legal to buy and sell Eve characters for Eve money” the answer is also yes - and this is the “character bazaar” forum for doing that.
