Around gates, I’ve frequently seen what appears to be a “school” of “fish” darting around the gate.
Is there any lore on what this is?
Is it a form of interdimensional plasma life?
A side effect of the gate?
Just something artistic CCP put in?

I think it’s just there to look pretty, and also maybe represent somekind of residual energy from activating an artificial wormhole. Assuming we’re talking about the same thing.
There is actually a chronicle about these, but unfortunately I have forgotten the title. They are something like “gate ghosts.”
I think you’re referrring to the Children of Light chronicle.
While they are a rare event, I think all gates now have new(ish) visual effects that include swirling plasma and lights, as Teinyhr said.
