The benefits of a combat mining barge means that alliance, corporation or individual miners will be able to adequately defend their mining operations against a few navy types of battlecruisers and will be able to totally defend theirself against a fleet of five destroyers looking for targets to kill.
The combat barge would also give Low and Null sec miners more flexibility in their mining operations.
The combat mining barge would also create a quick reaction force to defend a gate or structure until the larger combat dedicated ships arrived.
That alliance, corporation or those individual miners can already adequately defend their mining operations, by bringing combat ships if they insist to hold grid while hostiles are around.
Rorquals even are able to make the entire combat fleet invulnerable with PANIC while waiting for backup combat ships to arrive.
An attentive miner would however make sure they warp away before any hostiles arrive.
I remember a fleet of procs in nullsec defeating a few Sins, T2 BS on their ownâŚ

Especially in HS since you mention Gankers(ganking happens in HS only), people simply cant use the current ship lines cause they are lazy and want to AFK or Greedy and think EvE is an instant gratification game, when instead the Tortoise will always beat out the Hare.
If players consent to PvP at the undock, then PvPers have to accept mining barges being able to fight and win against station camping PvPerâs.

I think a Min/Gal and Armar/Cal collaboration on combat barges would create new type of barge.
Min/Gal
Bonuses to Hybrid weapons and Rockets + light drone bonuses.
Amar/Cal
Bonuses to Beam Weapons and Missiles + mining drone bonuses.
Youâve not given a direct reasoning why, outside of the procurer, a combat mining barge (whatever that actually means), should be a consideration.
if youre not able to hold your SOV then its not because youre sitting actualy in a procurer xD its because you cant defend your home !

While Cal/Amarrian would have bonuses for ore cargo.
Both would have bonuses for ore compression and reduced damage to mining crystals.

Bet if he knew about the Rorqualâs temporary invulnerably module heâs be demanding that be made for every size mining ship. The fact that heâs not tells me he doesnât know it exists.
At this point I hope they just add a low slot module (or maybe a rig?) that grants the equipped ship 1,000 m3 of ore hold space, stackable with multiple modules. That way OP can just use those on a battleship and not have any room to ask for more lol.
