[Tactical Overlay] Adjustments to visibility

I think there is room for visibility improvements with the tactical overlay.

  • Adjusting visibility of the velocity vector so that it is more easily observed with a zoomed out camera and at lower speeds.
  • Adjusting for bright environments.
  • Adding an option to make a custom proximity ring, such as the current red dashed ring that indicates Target Lock Range.

More specifically, the light-on-light color schemes, especially when close to certain planets or suns or nebulae, cause huge issues with UI visibility and brackets on objects in space.

One possible solution would be an option to add a buffer (of a user controlled, variable size 2-10 px) or outline to those UI elements would greatly reduce the impact of having the white UI elements overlapping with a white object and becoming impossible to make out.
