A better comparison would be - if China and the US were at war, would the US still be able to get endless shipments of Chinese consumer goods?

I don’t blame all these blue null blocs - the game provides no incentive to risk your “life savings” in battle. But to call this a war seems a bit weak.

As I stated, the bad thing about this war is propaganda, on both sides btw. Of course, there are few really good examples.
Look. The Imperium are the initiators of this war (via many little events which happened after Bluedonut war or X47L-Q brawl), while the Legacy are the guys which canceled the NIP.
Based on propaganda, Panfam has too much ‘Casino’ ISK, but let not allow them to spend their money on buying stuff from markets. Papifam have more loses in Muninns, but not allow them to buy Muninns. We want Legacy to attack us with their Capital ships, but don’t let them to establish a Fortizar/Keepstar in our border SOV. The TCU/IHUB doesn’t matter, but lets defend their critical timers with our Capital shield. At the same time, it’s no point to troll less experienced players or players which didn’t play this game for 10 years.
During the last two years, all the involved alliances showed on MERs like 4-7 T ISK in mined minerals (just convert that into Titan, Super, BS, Cruiser numbers respectively) and around 5-10 T ISK in bounties. They could bought a ■■■■ load of required stuff during years and years. And now it is a big problem - there are not resources, ther are no Jita orders, a damn fu-king crisis, ‘codid’!
Why should it be destroyed?
I suppose at the end of this war, if it turns out to a situation where one side of the battle cannot afford to fight for the TTT anymore, only then there may be some changes. It would be strange to see such changes happen at the start of the war though, as either side can afford to fight for it right now and neither side would want to see that income go. And the war has only just begun.

You seem to think that turning off the joint bank account should be the first step, while it could be convenient for both parties to keep it on until everything else is sorted. (Not that I have any experience with such a situation).
Aren’t things “sorted” in a relationship the instant the first punch is thrown, i.e., the relationship is OVER. After that it’s just seeing who wins the FIGHT! But, I’ve only been married three times. What do I know?
Why would anyone give up free isk from high sec whiners? Test is going to get exterminated but that doesn’t mean that we can’t jointly enjoy high sec tears. That’s something entire 0.0 has in common, we have been listening to BS from high sec for over a decade.
