Both have to be in high sec? I wouldn’t limit to that I was thinking just the next constellation regardless if low sec, null or worm hole. Hi sec dwellers would have to learn to patrol their boundaries if they want to do structures or fight over the safest spots.
Maybe this not to have them anchor a structure but actually living next to wardecced party? Talk about localized wardec.
My guess is that wardec needs a reason different than famous “camp the Jita and hope someone stupid will come and get caught”.
And it would be really strange to wardec someone living in another end of cluster. At the least you would need to visit their corner time by time? And without watchlists this gets even wierder.
So localized wardecs would make sense for these ideal “asteroid belt wars” or something like that.
This would have a significant impact on Mercs for hire.
Mercs provide a useful service, so making it harder for them to be hired seems kind of counter to some of the ideas of the sandbox.

Why does a wardec need a reason? Gate camping is a perfectly valid reason in a sandbox game. The players who were being pushed out can have the protections they want by not anchoring structures. They get their “social corp ■■■■”. The ones that can be decced don’t need a reason to be decced.
Your definition of weird and mine are very different. I’ve many times flown from the North to South ends of New Eden just for a structure timer. Typically by way of WH (shudder), but the means of travel are moot. It doesn’t matter where the bad guy is, their HS structure is already easily accessible. ■■■■, I remember the UALX keepstar fight, we rage-burned capitals across NE over a roughly 6 hour long trip. That sucked. Though admittedly that was definitely an edge case.
Localized wardecs for asteroid belt wars are absolutely a possibility. Globalized wardecs for asteroid belt wars should be too. There’s no compelling reason I can see that it should be prevented, yet as @Scipio_Artelius pointed out, there are reasons that they should be permitted.
