Get one with a gas turbine
I don’t know why but every time I see a complicated gas engine/turbine in my life, I am reminded of Belle’s father,Maurice from Beauty and the Beast. 
That thing looks like it needs wings.

I’m impressed by how it managed to go airborne. So much power from such a small plane.
The amazing part about that cart is that it is not jet powered but in fact has a power turbine like a helicopter, industrial generator or a ship.
So instead of using thrust to move it uses that power to turn the wheels, but it has so much torque and power that it eats clutches for breakfast and transmissions for lunch.

In early 90’s I have seen this one:

…in a shop where we bought tapes with pirated games for C=64, saved using turbo system such tape could hold 20 games. Someone was just selling pirated games (maybe even “produced” by him) in a shop and it was perfectly legal.

Yeah, setting people on fire certainly makes them “lose their speech and persuasion”… 
Not to mention that just a glance at the beam will render the target blind instantly before they even notice they’re looking at it. No potential for accidents and misuse, no sir.
Likely it’s a ultraviolet laser, so some kind of optical coating could do, but would be heated and destroyed in the process. Also fireproof uniforms would do… but civilians would be TARFU as usual.
