It is going to be difficult to implement “real piracy” in high sec space. At least if by real piracy you mean disabling a ship and demanding a ransom. If Concord is going to rush in and save people in High Sec, then the aggressor is always going to have seconds to finish the deal once the fight starts and that means there are two options. Either the aggressor has to destroy the ship before Concord arrives, or the pirate has to do something more passive like bump ships repeatedly and generally be so annoying that the victim will pay to be left alone.
I can only imagine the wailing and gnashing of teeth that a general Concord nerf would cause.
“ganking” has been nerfed to the point where there is no room to allow it to evolve new and interesting game play without some kind of nerf to the safety of High Sec space. Every time I have seen gankers come up with an effective new idea the cry for the devs to bring out the nerf bat starts, and that inevitably stifles innovation.
I do like the pirate faction warfare idea though, having been inconvenienced by the corruption of Bei, and watching it happen in Amo and Hrorr. It has got me playing my faction warfare character again in a bid to stop it.
I can remember back in the day when it felt like there were more Low Sec short cuts that people commonly used with pirates setting up gate camps there to scram people and demand ransom. The corruption of sites and allowing pirates to do that is fun, but I can imagine it would put off a lot of “care bears” when their Hight Sec system feels more like low sec.
