Alternatively, you can create a bug report by clicking the Bug icon in the top-right corner of the EVE Launcher.

That doesn’t really matter. Our bug reports are ignored for years anyway.
Did you open the bug reporting window and report the bug causing the report window not to work?
You’ve done all the usual suspects? I.e. restart the computer, cleared cache, etc? I don’t have a bugged bug report window.
