You’re not really going to achieve that.
Alliances already prevent their enemies from docking in sov space, so only they can buy in the space they own and their enemies can’t.
So Goons for example, have a large market operation in Delve, a lot of which is supported through the industry and other activities of their own Alliance/Coalition members. They wouldn’t be affected by resource based war.
Additionally, as a central market hub, Jita (and to a lesser extent Amarr) have high enough volumes that a kind of supply denial strategy is bound to fail.
It’s a good idea. Just not very practical with the way the game works.
