As per documentation about Passari, there is a difference between NPC which can maintain some sort of balance either way or one that drags the % down actively even when sizable fleet is out running conduits and hunting hostile roaming fleets with no pro-trig players in local.

Hodspodar and Zoryaâs Triglavian NPCs also fire high damage EM missiles. This was one of the things that contributed to the balance issue before the Caldari NPCs got a 40% EM resistance increase.
