I’ve experienced this issue and I cannot explain why it exists. In missions such as mining and scanning in deepspace I am unable to use my mining lasers or Data Analyser as normal out of these areas. It makes it impossible to do any quest as I turn up and then look at it. This is unlike normal as I can do mining and scanning outside of these activities.
Any suggestions?
Without further details of the exact problem(s), I don’t think we can help much.
But in general:

A mining laser requires you to have targeted (locked up) a suitable asteroid within the range of the mining laser module. The module also has to be ‘online’ to be usable.

A data analyzer requires a data container targeted and within range to be able to start the hacking mini-game.
Make sure you are not using the ‘Civilian’ versions of the modules. They may have restrictions outside of the tutorial area.
Some GM may be able to help better than us on the forum. You can contact them by submitting a ticket when you press F12 in the game and attach screenshots.

Sorry its tough to explain. I can mine out of missions and scan relics. But cannot mine or scan in missions. Combat missions are fine though. I’ll send a ticket through though thanks.
