If “Eve Anywhere” is available in your region you could give it a try. It runs in your web browser. I’m not sure if it has the same DX11 limits as the Eve PC Client. (Eve Anywhere is not yet in my region, so I don’t know enough about it)

I don’t know what CCP’s plan is - but hopefully they extend it to cover your area soon.
Haven’t seen updates on it, but it’s still in “beta” I’m not sure about the requirements for anywhere. I’ll boot my laptop up later and check the specs on it and see if I can get on eve anywhere.
