I’m betting on the Deathsar.
Although to be fair “finished” for a pc game is relative now. For exemple, EVE is “evolving” so can’t say it’s finished. M&B Bannerlord is still receiving patches and updates. Most in that community don’t consider it finished. Freeman Guerrilla Warfare is going through a revamp but was never finished in the first place.
I think Star Citizen will still be unfinished for another decade but I’m not waiting, I saw the prices for their ships… let’s say EVE is affordable compared.
