No. It takes years to build one. Yodik has been trying on their own
Have you seen the resources required for one?
Getting the required PI inputs is possibly the single biggest bottleneck. IIRC: it requires more PI than the total moved through Jita in the 10 years prior to announcing the Palatine.
Or some such insane quantity.

Though it is less important how long it lasts (will be a glorious once a lifetime opportunity for those who participate in the bashing and get on the killmail) and much more important the builder’s name will be on a monument created for the blown up Palatine, forever commemorating the person or corp who built it (only the first ever one destroyed will have such a monument) as I recall.

firts i build it. and its almost impossible, not becouse resources, but you guys (all eve) can just chatting about palatine and do nothing to palatine exist.

personally, i would rather do other things in EVE than farm insane amouts of resources for something I know I can’t defend.
