Can Alpha Clones deploy and use Upwell Structures?

Yes, but only medium ones. Bigger will require the ship like orca to carry the thing.

Also, Upwell structures are corporate assets so you will need to be in a player corporation with the appropriate roles to deploy one. Alpha accounts can create corporations and using one as CEO of a holding corp for assets like structures works quite well. In this scenario an Alpha can own any size structure - an Omega would need to deploy the larger ones but they could then be transferred to an Alpha holding corp.
