You should be able to fit multiple XL ASBs on your carrier
The more important question should be why you can fit multiple ASB but not multiple AAR.
Carrier-sized ancillary shield boosters are limited to one.
If you ask me all ancillary modules should be limited to one, rather than only capital-sized ancillary shield boosters and all ancillary armor repairers.

I think the reason CCP hard-coded the XL Ancillary Shield Booster limit to one per carrier is exactly because of the massive burst tanking it provides.
With a Vargur, you can fit 3 ASBs, but if you cycle them all at once, you’re basically sitting duck during reload. It’s a high-risk, high-reward burst tank.
On the other hand, the XL ASB on a carrier gives a huge shield boost, and letting carriers stack multiple would make them nearly unkillable in those short bursts—so CCP wisely coded the hard limit of one XL ASB per ship.
Also, if I’m reading the history right, ASBs weren’t originally available for carriers when they first came out, so this design choice likely evolved to keep capital burst tanks in check
