Average rate in Bazaar seems to be around 1 Bn per 1M SP of extractable skillpoints: (SP minus 5M) divided by 1M (rounded down to nearest whole number).

only if sp are going to be stripped away and resold. then the char could be resold as a 5m sp starter char with basic skills support skills trained up or most of the way, and may have ship skins and possible implants that increase value.
