What Cruiser can you make that uses the fewest materials?

Just looking to tick a box in the AIR program.

IIRC all T1 M0 cruisers have the exact same material requirements.
Same for shuttles->supercarriers.
You should check it first, though

Logistics cruisers, and some ewar cruisers (but not all), use less materials than combat cruisers from what I have seen, but I havent checked every case.

E.g. for Caldari cruisers, Osprey and Blackbird cost less to make than Caracal and Moa.

You get cruiser blueprint copy with 10/20 research from other AIR industry challenge. No reason not to use it.
