Thing is? I agree with the GM on this one. This is Eve and as a lot of folks like saying? Everything is PvP. So Gorski and alts found a way to weaponize the instanced pvp into the main game.
Unless you can point to an exploit that they are using I do not see an issue. I would, perhaps, suggest that the OP look up what Thera is. Old spy movies always seem to lose the tail in a crowded station, not on empty streets. The jump clone and alt strategy read well, to me. Mobile depots or an orca for the refits.
In truth this looks to be a grand game of hide and seek in space.

DMC makes a strong case that this is harassment. The rest of us feel that this is business as usual. All I am saying is that CCP should be given the chance to decide for themselves, rather than putting the burden on a bunch of overworked GMs that have no consistent oversight.
Well there will be a meeting tomorrow, I expect, and I will see if I can bring this up, then. As a point of interest, mind you, not as a cause that I am pushing.

I am merely a humble forum dweller - humbly notifying my duly elected representative of a new, potentially vagueness in the EULA. I have never been to abyssal space and I certainly have not been to an arena. What you do with this information is not a big concern for me.
I just don’t like it when DMC gets angry.
To my mind harassment would be verbal insults, racism, sexism, and all that nasty stuff. If the use of a Locator Agent to emergently deny someone entry into the Proving Grounds is also deemed harassment…
…why don’t you delete Locator Agents as a whole? Why give us the tools to consistently hunt down an individual in the first place?
Now I am not condoning this behavior, just like bumping miners with Machariels I simply find it childish and obnoxious. It would be reason to deny someone an application into my corporation, but the consequences should remain ingame. Banning someone over the use of a mechanic that entices this kind of behavior is silly. Like slapping a child because he ate a candybar you left in his room.
Look at my bio ingame. Someone was bugging me at some point as well. I let things cool down a bit. Then I ran a locator on him some time later. I cost him his Orca. Ha ha. Gotta take the sour with the sweet dude. Run locators back on those twerps and make them regret ever crossing you!

There is a reason CODE. sells permits. James315 was prudent and thorough in his vision and logically denied the argument against harassment as his motivation.

I have no idea nor is it my tasking. That I leave to the GM team. Oddly the CSM have very little crossover with that crew or the ISD. WE talk to devs.
I will admit that it is a fair question. Are you advocating that we set a number? A stiff limit that if you or your group chase and pvp a person more than ‘x’ times then ‘y’ will happen?

I put that quote from GM Karidor because with bumping it was possible on a case-by-case basis to determine whether it met the criteria. I might assume a similar response from CCP about ganking.

If a mechanic invites a situation where on a case by case basis it’s use is harassment or not, the mechanic is kinda bad. Let’s be real here: the only reason bumping exists is because Eve uses a spheroid collision model because that is the most reasonable thing to code with 1000 of objects moving around. Bumping isn’t a “mechanic”, it’s a physics engine problem sold as a feature. We programmers do that all the time
In lots of MMOs the players can clip through one another to prevent Habbo hotel “the pool is closed” situations.
It is not the mechanics I question here, just the repeated use of them to target another player. In both cases the player is actively moving around the map to avoid the situation. The similarities are obvious, no? Additionally, a fundamental establishment of harassing behaviour is when one person says ‘no’ or ‘stop’ and tries to leave the situation and is compelled to be targeted repeatedly by the agressor in spite of this. A subjective decision would then be required, which is exactly what the GM I quoted said.

Oh I understand, but why is there a mechanic that can be used to target another player specificly in the first place? This is the explicit purpose of a Locator Agent. They have a cooldown. That means that how many times you may use this mechanic, is hardcoded into the game.
The game communicates clearly: this is how many times you may use the Locator Agent. Increase that cooldown then, limit them to one request per character per day, or just ditch them entirely if targetting a player is such an issue. Or perhaps, let them report where corporations have structures or whatever. let them do something else instead of inviting people to cause their own bans.
For the record; I don’t approve of pestering an individual. I also don’t approve of giving players the tools to do X every Y minutes, and then ban then when they actually do X every Y minutes.

Im sorry dude, but one of these guys said there was basically RL money on the table…as in some sort of gift card or something?
I would have to look up the rewards that were given…but these actions if the case of out of game items of value were on the table, then these actions are deplorable and akin to the mob interfering in sports tournaments.
Good thing im not a GM, i would of temp banned these guys and the person they claimed to be helping till the event was over.
