Whenever people demand an ‘open, honest, discussion’ on these forums…the one thing we can all be 100% certain of is that that’s the last thing they actually want.
An ‘open discussion’ invariably consists of demanding certain ‘facts’ are true and anyone who disagrees is a psychopath or worse.

I would limit sites to peppercorn levels, like 2 or 3 combat sites, a data site, and leave agents as they are.
What I wouldn’t do, is have contiguous constellations of these systems, there would be at most 10 or 15 in NE at any one time and they’d be scattered far and wide. Islands in space.
Anyone wishing to, I dunno, bus a tonne of loot to Jita, would certainly need to be careful, no telling what’s on the other side of that gate 
Moving Day would be spicy.

I don’t think bakster and swing vote are the same.. bakster constantly posts ideas that aren’t his, but aren’t anyones either (make that make sense) unless its just someone with a lot of time, who is really annoyed with EVE, and has multiple personalities
I am well known as a carebear in the game but even I do not want to see a safe zone as you propose.
I see no purpose to it aside from extra coding for the devs.
