They are pretty common loot for high sec exploration. Rare, yes, but not special. Sooner or later you will get some from hacking.

You an also buy them in public contracts

Love to track down BPO’s of these three, though they’re rare finds.

they aren’t rare finds, they don’t exist. there are zero BPOs for those items in game.
