Where to settle

Any reason why you would not settle in B-DX09 or 3C-26I or their constellations other than hole control?

the biggest problem living there is it’s the CCP test area, inaccessible to normal players, so you have to move jobs and probably countries

Logistics is pretty hard, and there are just more convenient areas
