Seeing as the point of the test server is to test new features, and that these new features as of recent include changes to the industry of faction ships, battleships, capital ships, and supercapitals, I don’t see why the industry components necessary to test the changes are not seeded.
All the old components, e.g. Capital Propulsion Engine are and have been seeded, while the new ones such as the S-R Trigger Neurolink Conduit have not. (Also, base items critical to making the components, f.ex. AV Composite Molecular Condenser, are not seeded either.) This makes it difficult to test the updated industry mechanics.
Not everything will be available to be seeded for the test server, since almost everything is already on TQ anyway.
