One theory is to make it hell for miners who are trying to compete for resources. Have you ever warped to a belt one time to mine in a Venture only to find it completely barren with a small NPC mining fleet sitting by? Yeah, that happens to me a lot and I’m an industrialist.
That’s all I can think of really. I haven’t really read too deep into the whole thing so I could be wrong.
They were the initial testbed for CCP’s fleet AI that would later be implemented in the defense fleets for pirate citadels and FOBs. They also serve to make Hi-sec feel more populated, like the old NPC caravans.

Well i mine to build my ships. Last ship i mined was thanatos and the next will be obelisk. It takes time but it gives me sense of achievement in return. But in all honesty i dont just mine i rotate the things ill do from exploration, ratting and station trading
I wonder if there is a legitimate lore reason why we can attack empire npc miners. I mean we can blow up Empire faction mining ships in belts, but warping to a station owned by said faction and shooting it is instant concordokken.
As I understand you think he meant the station guns should not attack but what he meant as I understand is why not CONCORD intervene when someone attacks a hi-sec corp (even if it is an NPC corp).
Good question. Did not read much about it but I read no lose reason ever mentioned regarding this, it was always just how it is without explanation, as far as I know.
My guess is that they are directly employed and controlled by the empires and so they will have their own defense fleets in high sec from the various navies which makes Concord’s involvement redundant. Independent capsuleers on the other hand don’t have any protection from the empires in high-sec so Concord has to step in. Just a theory.
It’s because concord is there to limit capsuleer on capsuleer violence in the core systems and that’s it.
Mostly to prevent escalations of violence near heavily populated planets. (Also the lore reason why capitals are not allowed in HS)
They don’t care what we do in low or null, since the baseliner population out there is rather insignificant.
Look at what happened at the battle of Caldari prime, and that was just a single carrier.
A battle like B-R taking place above say amarr prime would be an extinction level event for the planet. So they punish any unsanctioned hostilities with extreme prejudice to try and discourage that kind of escalation and to push the big battles away from inhabited core worlds.
Aggression against npc corps they don’t get involved with. Because most npc corporations know better than to try and go to war with immortals.
