I can’t get a mission from Sebast Mathon.
My effective reputation is 5.1 with details
2.7 for Sebast Mathon
5.14 for university of Caille
4.67 for Federation GAllent.
I’m obviously missing something but what??

Sebast Mathon is a Level 3 Gallente Cosmos Agent that requires +4.00 Gallente Faction Standing for access. Cosmos Agents can only be accessed once in the capsuleers life.
According to the standings you posted, you should be able to access him… However there is a chance that you may not remember running his missions in the past…
His final mission reward is ‘Passkey to Yan Jung Relic Site’ and ‘Yan Jung Technology Skillbook’ (time bonus). Check your character to see if that skill has been injected / trained or if that passkey and skillbook are in your assets… If it’s there, then you’ve already completed his mission series. However even if it’s not there, you still could have interacted with that Agent in the past and the mission offer either expired or was failed.
A good way to know for sure is check your Character info page - Interactions tab - Agents menu… If the Agents name is listed there, then you’ve interacted with him in the past.
If his name isn’t in the list and there’s no Passkey in your assets, I then suggest ‘Clearing all cache files’ in ‘Settings tab’ of Esc menu… After that you may want to verify all downloaded files in the Launcher Settings, then log-in and try to access the Agent again…

This is really clear.
So indeed, a long time ago i should have interaction with Sebast Mathon.
He’s on my interaction tab and I have the bokk.
But I’ve no longer the ‘Passkey to Yan Jung Relic Site’ 
.
Problably sold when I was a newbee.
So just ad to find it in some contract
