CCPs stance a few years back was that progress will carry over. If that changed in the meantime, however, only the devs can answer.

They actually said that progress would be reflected in some way. That’s not quite the same as ‘carry over’. Especially since initial information was that they were redoing the progression system, it’s not a Dust 2 they are making. It’s a new game with characteristics there of.
Their names are still reserved in the server, so signs point to yes
